    Fallout 3: Skills and Perks

Fallout 3 week continues in IGN with a look at skills and perks.
    Solar Powered
Ranks Available: 1, Requirements: Level 20, Endurance 7
With the Solar Powered perk, you gain an additional 2 points to Strength when in direct sunlight, and slowly regenerate lost Health.

    Lawbringer
Ranks Available: 1, Requirements: Level 14
Once you have the Lawbringer perk, any evil character you kill will have a finger on their corpse. This finger can then be sold to a certain person (whose identity is disclosed when you take the perk) for caps and positive Karma.

    Concentrated Fire
Ranks Available: 1, Requirements: Level 18, Small Guns 60%, Energy Weapons 60%
With Concentrated Fire, your accuracy to hit any body part in V.A.T.S. increases slightly with each subsequent hit on that body part.

    Child at Heart
Ranks Available: 1, Requirements: Level 4, Charisma 4
The Child at Heart perk greatly improves your interactions with children, usually in the form of unique dialogue choices.
As previously, the best list of Fallout 3 Perks is still on the Vault.

Lawbringer is the most ridiculous Perk ever. There's a guy out there who wants you to kill eeevil people and who can cast "detect alignment" on fingers.

This sounds so wrong it's not even funny.

It makes sense as a quest-induced flag, but not as a perk you can chose on level up.

I had that exact same reaction when I read the "Solar Powered" Perk, "The fuuu....."

I'm definitely not liking these new Perks. Just one more notch on the "Why I don't buy Fallout" list, know what I mean?

What in sam hill? Like Ausir said, how da hell is the guy supposed to know it came from eeeeevil people?
You might as well have slaughtered a whole village and chopped their fingers off for all he knows. Yea, some of the original perks were a little tounge-in-cheek, but this is just retarded.

Hell, I'll go on record and say, based on what I've read in the Vault, I don't like *any* of the Beth-created Perks that I've read. The "Solar Powered" Perk was just an extra-stupid one.

Hah, I knew I wasn't the only one thinking that.

Wait, if cannibalism is in...would that make them...finger food?

Edit: Seriously though, for the solar powered one...what, are you descended from Kryptonians or something?

That would make them borderline inedible.

Too much bone, too little meat.

I suppose the message is: cannibalism is okay, as long as you've got a tracker for it (hur hur.)

They are, but having to have a perk to do them and the detect evil on finger part make it ridiculous.

Todd says they didn't include becoming a mutant or ghoul but they did include mutations, by 14th level you should have been irradiated enough to gain super powers!
Makes me wonder if you turn green when you photosynthesize

Where does it say you cast detect evil on the finger? I figure that more than likely someone who would take that perk is a "good" character, and only takes the fingers off the evil ones.

I think some people are a little to touchy about all of this.

I am surprised no one talks about getting injected with a serum that can give you ant strength... That sounds pretty fucking bad ass, and is right in line with the 50's sci fi feel.

I'm saying that the guy who pays for the fingers casts "detect evil". How would he know who the finger belonged to otherwise?

Probably because again, someone who would take that perk would more than likely be playing a character that is "good", so why would they bring in the finger of some random citizen they killed? Perhaps all the raiders, and other bad guys, have a certain tattoo they get, similar to the slavers.

    Are you kidding me?

These perks are beyond stupid. They're ass-tarded.

What are we supposed to do, applaud it?
