    JE posted some more on the BIS Forums, this time it was in a discussion about Fallout 3. Here's the stuff:
    Why Torn (scrubbed project) or Jefferson instead of FO3?:
    Neither TORN nor Jefferson were intended to be developed in spite of Fallout 3. Quite the contrary, both were intended to be developed concurrently with Fallout 3. When TORN collapsed, efforts were focused on IWD2 -- a title we had no intention of making prior to its "magical" appearance. This, in addition to other things, screwed up the best laid plans of mice and Fallout 3.

    Planning for Jefferson began when Heart of Winter was still in development. It was just getting started when TORN collapsed, and it has survived through all of IWD2 with a small crew.
    Why the need for a 3D engine/a kickass engine?:
    When Fallout came out, I thought it looked cool as hell. But that was many years ago. While I'm quite certain that the die-hard Fallout fans would still buy a well-made, cool game using the old Fallout engine or even the FO:T engine, I think we need to sell more than 20,000 copies to break even.

    JE posted this little post about Jefferson:
    The main character(s) in Jefferson are initially drawn into the story through a coincidence. He/she/they are present, by chance, at an extremely bizarre event. The participants in this event then leave, with the main character(s) as the only witness and unknowing participant.

    However, this initial association does not define how the story progresses. It simply defines how the main character's take an initial position of importance to other major characters. It is left to the player to decide how their character(s) will inflate or discard this initial position for good or ill. There are no paths or courses that are "designer wrong" even if they may be "world wrong". Over the span of the story, the player decides how things will turn out. The role you choose for your character(s) is definitely of high importance and focus.
    So now you guys know more about Jefferson, BUT remember it's not FO3...

    JE Saywer (Game designer @ BIS) spoke out in the Bis Forums and explained why Fallout 3 isn't made and other stuff.
    Why not do Fallout 3 now?:
    Do you want us to make Fallout 3 in a year? Fallout 2 was made in a year, and plenty of people didn't do jumping jacks of joy about how it was released. If we take a year and a half or two years to make Fallout 3, there's the very real possibility that the lack of BIS titles released in the meantime could hurt Interplay beyond a point of reasonable recovery. Is that really worth it? Would you want to see Fallout 3 go half-finished and then never released?
    About Jefferson and Fallout 3:
    Jefferson is the first large project we have attempted since TORN. There is a very real possibility that at least some of the technology being developed for Jefferson may find its way into Fallout 3. That's no guarantee -- whether you view that as a good or bad thing.

    Mistakes or stumbling blocks that we encounter in developing Jefferson may clear the way for easier production on Fallout 3. We can also say the same for lessons learned on TORN. Whether we use some, all, or none of the technology from Jefferson on Fallout 3, I think everyone in the division is shaking off the rime of passively using the Infinity Engine for several years. It's strange what happens when someone suddenly tells you, "But Josh, it doesn't need to work the same way that it did in Infinity."
    Here's a quote Decado made: "I'd expect a really good go at FO3 to take around 3 years (technical short cuts could shorten that a bit). If IPLAY/BIS isn't willing or is unable to make that commitment, I say don't do it.", and JE's respons:
    And that's precisely why we haven't bothered. Fallout is special (no pun intended). There are dozens and dozens of D&D games from a variety of companies, each with its own particular style and flavor. There are only two Fallout RPGs. If there is to be a third, it should be in the same league as the others.

    P.S.: Yes I left off FO:T and no it's not because I hate it. I've said before that I liked FO:T despite several problems I had with it.
    Wait, there's more.. question again: "If there are other reasons for doing jefferson over fallout 3, it would restore faith if you could share them."

    NO.

    Doing so involves telling you not only what Jefferson is, but also what Jackson is, and I can do neither. Sorry.

    The team working on Jefferson consists of people that were never "slated" to work on Fallout 3. Most of the people who would work on Fallout 3 primarily were on another project, previously, while Jefferson was in pre-production. This was when Heart of Winter was still being made -- quite a while ago.

    It made sense for me and these other people (many of them the remnants of the destroyed Stonekeep II team) to work on Jefferson, not Fallout 3. It would make sense for the not Jefferson people to eventually work on, you guessed it, Fallout 3.

    Firstly some of you had problems with the maps and download sections lately, well we've fixed that now and most importantly: I've added a couple of more files:
  • "Media Player" mod for Fallout 2

  • Nice little mod that makes it possible to use the spear to change the background music..
  • City Limit Patch (FO2)

  • Ever wondered why no one has made any new locations for Fallout 1 or 2? well this is because it was hardcoded with a city limit, TeamX has now made a patch which fixes this... oh! And with the Mapper almost finished, man am I looking forward to new mods for Fallout 2!!

    I got an email the other day from TD, who pointed me to an article about Fallout 2 on Apple, they also post some info about the rest of the games and also why Macplay released Fallout 1 and 2 on Mac OS X:
    MacPlay has big intentions for the Fallout universe. The publisher went out of its way to update the original Fallout for compatibility with Mac OS X, and has now re-released it alongside Fallout 2.

    �We decided to publish [both] Fallout and Fallout 2 because they are great classic games,� says Price. �Fallout is the perfect title to flagship our new series [of inexpensive games], and Fallout 2 is a title that has been constantly demanded by our customers.�

    Well now, good old Bill is alive and kicking. I just got an email from him about Static, well I'll just let you guys read:
    We've been running from the thought that Static was put on hold until further notice (none of us want that). But after being pushed aside for lack of funding, and time- and the need for most of us to continue to make a living, it looks like Static is just that- on hold.

    Our original intent for this demo was to use it as a portfolio piece or avenue to garner more contract gigs. We all agreed to work on this for free, knowing that if it was done well enough we could get jobs, and perhaps a little boost in our freelance life. Although we had always wished in the back of our minds that it could go further, and see Static as we saw it in our head (on store shelves everywhere) it doesnt look very probable at this time.

    The entire team and I still feel that there are many unique aspects in the game that the genre, overall, desperately needs. Those features may not see the light of day in Static- but as the rest of us move forward, they will be considered for every opportunity that arises. You can be sure to see more games in the future that exist in the same humorous post-apocalyptic setting we have all come to love and adore in games such as Fallout. Its just a matter of patience.

    Or- get up and give your hand at it! Most of the team who put Static together had NO game experience. You just need a clear plan and vision, and work with the same goal in mind. Remember- the big dollar corporations can still be rivaled with the smaller "garage" games.
    Truly sad news....Well, we do hope that you guys pick up Static again and finish what you started (yes, that's an order!).

    Update: Oh and about the Static forums, they intend to put it up online again soon, hopefully within a week or so..

    Well I've now tried to email William Fox about Static, I was wondering what his last statement ment and if indeed Static was looking at getting either shelved or canned. But I haven't received a word back, untill I do I can only quote the last statement he made on the project:
    As for Static itself, no updates. After some conversation with a few of the team members, it sounds like a "cap" to our focus on it might happen. Im not sure what we're doin from here. There are two publishers still looking at our work, but its doubtful anything will surface. Its a shame, but its also been a long time of winding down.
    Doesn't look to bright, does it ?

    Well it seems JE is playing with us now, on the Black Isle forums you will see JE saying that he might have hinted about what Jefferson (a new project in progress at BIS) is, here's what he said:

    So now the discussion is going like crazy about what this all means, the guys have figured out that his avatar image refers to a dog in IWD2, and the image in IWD2 contains a blurred, mirrored text. They guys think it says "New Gate" ie a new Baldurs Gate game, well...who knows...
    I'm guessing JE is chuckling his ass off right about now..

    Got the files back up and working from the script, and fixed a bug in it (which only happened when working in cross-platform stuff regarding newlines and returns). So the files section is back up and is even easier to update.

    Also, there's a grand listing of FOT maps, and it might take a bit to load. I really do suggest using the individual category pages, as they would load the easiest.

    Now on a personal note, my tutorial/guide/whatever...guess I'll call it CRPG Stuff. Exchange one crappy title for another. Anyways, it's been coming along but no hard copy updates just yet. It's still quite hard putting more than 15 years of experience and observations down, it's mostly of a question of where to begin, and I think I've got it settled out and things should flow a bit more smoothly from now on.

    Red had yet again updated his Red!viewer, this time it can now export the entire Fallout Tactics World Map, read more here:

    - CAM Fixed it so it can now load any CAM file
    - CAM Added preview mode which allows the user to preview the map a bit like in the game instead of viewing individual tiles. When you Export to TGA... it properly saves the ENTIRE map!
    - ART Fixed Anti-aliasing centering problem
    - ART Added flags display (in version attributes field, why not?)

    Our resident Fallout Tactics modder and mapmaker JimmyJay86, just finished a new singleplayer map called Quartz, I'll let JJ86 explain:
    I've got a single player map that I've just finished for Fallout Tactics. It's called Quartz and it is based on the town from the old RPG Wasteland. It has more of a role-playing feel to it than your standard tactics mission.Hopefully sometime in the future I'll finish maps based on some of the other areas from Wasteland.

    Well since I managed to steal some time apart from real life, I finally got time to make the Fallout Bible section, and I've also uploaded a couple of old files I hadn't had time do upload earlier, and also a new mod for Fallout 2 called "Mack_The_Knife's Deep Gameplay Impact Mod" (grab it in the Fallout 2 mod section).

    If anyone out there has a chat log from the Fallout bible Chat Vault 13 had earlier this year (around Feb-March), please send it to me.

    The ever happy and funny Chris Avellone posted this little post about the Fallout Editors:
    Editors Update: We're still working on it. Again, there could be last minute problems that come flying in out of left field, but I think the only major obstacle is time.

    Source Code, etc, etc: We can't release the source code because (as I understand it - again, I'm not a programmer) it references sound libraries and movie libraries that aren't ours, and there may be potential conflicts with the Mac release of F2. We're looking into it anyway, but that's going to take much longer than the editors, and there's no guarantee we could actually release it.

    There's not much on backup tapes, although the documentation that exists I have been either scanning or re-typing and releasing it through the Bible so you can look at it (Jackals, Vipers, Burrows). A lot of that stuff is out-of-date, though, as you can probably tell.
    Oh well, same old tune... Hopefully CA can fix this, and again a BIG THANKS TO JE Sawyer for pushing this along ! lub ya!

    Update: I got an email from Chris A and he also answered my post on the Bis Forums, about what's taking so long, why can't they just release it:
    The editors require some programming before they're release-worthy, and getting a programmer to spend time on it is difficult, since they're all very busy with other projects. The fact that the editors are old doesn't help matters, either.

    Even when the programmer is finished, we're still going to have a member of QA jump on them for a while to make sure there's no problems.

    Like I said, (1) there could be unforseen problems that prevent the release of the editors, and (2) even if nothing comes up, it's still going to take a while.
    And it seems the one programmer that's working on the editors are doing this in his/hers freetime! WOW! Well now, what can we the Fallout community do for this person ? Post your suggestions in the Comments!!

    Evidently good old Chris A posted a reply to the many cries for the Fallout editors, well he posted an update on how it's going:
    Still in the process. Once again - some strangeness may come flying in out of left field, so I can't say for sure they'll be released, but we're working on it - it just might take a little while.

    In any event, when I have more info, I'll try to let you guys know ASAP.
    Actually I emailed Chris the other day and got the same respons, the problem is that everyone is still very busy at BIS, and there is of course the third-party sound engine still inside there somewhere (not sure if this is still a problem, tho..).. Well keep up the nagging for it Chris, we'll really love you when it's out there..

    Morrowind Fallout update.. by Odin - 9:24 - Comment Me (0) - News Source: Xaphod
    I got an email from Xaphod, regarding the Morrowind Fallout project. He explains more in detail what's going on:
    The Apocalypse mod hasn't closed, and it isn't over. We're actually all working very hard on the design work necessary to pull this off properly. Two of the team leaders are actually university qualified in Games Design, so we know what we're doing.

    This had to happen, simply because the Morrowind engine cannot cope with the Fallout system properly. I say that confidently, because we had two of the best Morrowind scripters working on making it.

    The hibernation I mentioned referred only in terms of external appearances. We're still working at the mod, and we're developing an official website for people to look at. Above all, don't worry, and expect more information soon.

    In the end, try looking at it this way - there's now two post-apocalyptic mods in progress, ours, and the one that the Post-Apocalypse team are now working on. Be happy.

    I just received this reply from a mail I sent to Xaphod, the team leader of the Apocalypse mod for Morrowind:

    Sorry it's taken time to reply, but Apocalypse has been in a time of transition recently - we're hoping to move away from the Morrowind engine into the UT2K3 engine, though for now we're going into a kind of hibernation.

    Most of our original Apocalypse team has moved on to a new mod for Morrowind that's not fallout based, but is based in a unique post-apocalyptic universe.

    So, for now I'm going to put my faith in this mod team and hope it does get finished somewhere down the road. From what I've read about the team they look dedicated to the Fallout universe. If this all goes through (again, I'm hoping it probably will) the mod will be on an even better engine (Unreal Tournament 2K3). But, this is gonna take awhile (I suppose that goes without saying...).
    Ouch! Well hopefully they'll pick up from were they started later...

    And I thought there were some pretty stupid laws in the USA that made entirely no sense. Here is a country where Little Joey Lieberman would now feel at home at.
    The Greek government introduced the law in an attempt to prevent illegal gambling. According to a report in the Greek newspaper Kathimerini, Greek police will be responsible for catching offenders, who will face fines of 5,000 to 75,000 euros (about $4,980 to $74,650) and imprisonment of one to 12 months. "The blanket ban was decided in February after the government admitted it was incapable of distinguishing innocuous video games from illegal gambling machines," the report said.
    The only way to enforce this for people at home would be if the govt. was able to actively monitor the ISP logs and constantly spy on the users. Also, it speaks for the low intelligence of the people in power, doesn't it?
    Internet cafes will be allowed to continue to operate, providing no games-playing takes place. If a customer is found to be running any sort of game, including online chess, the cafe owner will be fined and the place closed.
    Harsh penalties applied to the owner, too? What, did the Gestapo suddenly move to Greece?

    In short, many condolences go out to our Greek friends who are victim of the utter idiocy of the naive law-making class. According to our tracker, of recently it's Unique/Greece - 2658 - 0.22%. Still a substantial number, as far as I'm concerned. Hopefully, those law-makers can unsocket their heads from their collective sphincters sometime soon.

    Tune in next week when they outlaw computers and reinstate the abacus and counting with dried grapes. Here I thought Germany was considered to be harsh sometimes in terms of game censorship...wow.

    As I was going through the Bis Forums I found this little status message from JE about the Jefferson project (project in the works at Black Isle):
    Jefferson began pre-production about a year and a half ago. At that time, there were only about five people on the team and TORN was still in development. When TORN was cancelled and IWD2 started up, it prevented Jefferson from entering full production until the end of IWD2.

    We are now in full production on Jefferson. The team consists of about 25-30 people.

    We are attempting to do a lot of ambitious things with the title. However, when the pursuit of ambition proves to be simply a big waste of time, we are still being conservative about how we look at things. The most interesting idea in the world, poorly executed, isn't worthwhile.

    Jefferson is looking good. We've had a lot of ups and downs already. We've tended towards doing a lot of engineering and planning prior to implementation. Sometimes this is a good thing, but we occasionally have to scrap large sections of design because a particular approach isn't realistic or worthwhile.

    We've argued a lot, written a lot. Re-written a lot. I scrapped my story ideas four times. I sure hope the current design is interesting (LOLZ). When we announce the title, I believe that if you dig the premise, you'll really like our implementation.
    On the question when it will be announced:
    JE: Mystery. Hopefully not too much longer.
    Well now, I still wonder what this title is...
